Captain Rooney assumed the duties of Senior Reserve Officer District 7 August 1, 2021. His prior assignment was the Executive Officer – Coast Guard Reserve Unit U. S. Southern Command prior to that he was the Emergency Preparedness Liaison Officer (EPLO) for FEMA Region I since August 2015. Where he served as the liaison officer to FEMA in which he supported the National Response Framework at the regional office level. This program supports the Coast Guard preparedness and response for all hazard contingencies. Before his assignment as the EPLO, he was the Reserve Response Chief, Sector Northern New England Portland Maine.
Captain Rooney enlisted in the Coast Guard in 1986 and began his career as a coxswain operating 44’ motor life boats, 41’ utility boats and a 28’ La Comp performing law enforcement and search and rescue missions. Upon receiving his commission in 1999, he was assigned to Group Portland Maine as an Intel Officer and served as a Command Duty Officer, Group Duty Officer, and Boarding Officer. Captain Rooney also served as the First District Command Aide for two Admirals. As a Reserve Officer, he has been mobilized in support of contingency operations eight times to include Hurricanes Katrina, Rita, Harvey, Irma, Maria, Dorian, Laura and Delta along with the Deepwater Horizon oil spill.
Additional operational assignments include Law Enforcement Officer, First Coast Guard District Office of Law Enforcement, Station Merrimack River, Station Scituate, Station Boston and Station Block Island.
Captain Rooney has a Bachelor of Science Degree in Management from Boston College, a Master’s Degree in Quality Management with a concentration in Homeland Security from The National Graduate School and has multiple certificates from the Defense University, Naval War College and Harvard University.
In his civilian capacity, Captain Rooney is a Federal Law Enforcement Officer with U.S. Customs and Border Protection (CBP) currently assigned to CBP Headquarters in Washington, D.C. as a Program Manager for Incident/Emergency Management - Northeast quadrant.
Captain Rooney’s military decorations include: Defense Meritorious Service Medal, Coast Guard Commendation Medal with the Operational Distinguishing Device (8 awards), Coast Guard Achievement Medal with the Operational Distinguishing Device (4 awards), Coast Guard Letter of Commendation and various unit and team awards. He has earned the USCG Coxswain, and the Advanced Boat Force Operations Insignias.
Captain Rooney is a native of Scituate, MA and currently resides in Newburyport MA, which is a Coast Guard City and the Birthplace of the Coast Guard. He has two children Caitlyn 17 and Camden 15.
